Background viewport is not stretching in non-maximized window and allowed to scroll past.

On safari 15.6 (17613.3.9.1.5), in a non-maximized window, I'm allowed to scroll and the background is not following the viewport. By maximizing the window, it covers and does not leave this uncovered gap.
