Layer gets into a zombie state which we can see it but can't interact with.
[How to reproduce]
  1. Draw in layer 0 (it may happen with non 0 layer)
  2. Make the layer invisible (click the eye ball)
  3. Delete the layer (layer isn't deleted)
  4. Make the layer visible
